GUYANA REAFFIRMS COMMITMENT TO DEMOCRACY AND HUMAN RIGHTS AT 153RD IPU ASSEMBLY

Arusha, Tanzania - Minister within the Office of the Prime Minister of Guyana, Hon. Kwame McCoy, has reaffirmed Guyana’s commitment to democracy, human rights and the rule of law during a meeting of the Inter-Parliamentary Union’s (IPU) Standing Committee on Democracy and Human Rights at the 153rd IPU Assembly in Arusha, Tanzania, on October 8, 2026.
In his presentation, Minister McCoy emphasised that democracy and human rights are fundamental to citizens’ dignity, accountable institutions and sustainable national development.
He highlighted Guyana’s participation in its Fourth Universal Periodic Review in 2025, during which the country supported 146 of the 206 recommendations received. These commitments include strengthening democratic institutions, improving access to justice, advancing gender equality, protecting vulnerable groups and promoting social inclusion.
The Minister underscored the importance of constitutional institutions and oversight mechanisms, including the Elections Commission, the Judiciary, the Audit Office, the Ombudsman and the Rights Commissions, in promoting transparency, accountability and the protection of citizens.
He also highlighted Parliament’s critical role in safeguarding democracy through legislation, public representation and oversight of the Executive, noting that inclusive participation and accountable governance are essential to democratic development.
Addressing electoral integrity, Minister McCoy referenced Guyana’s 2025 General and Regional Elections, which were conducted within the constitutional framework. He reaffirmed the country’s commitment to strengthening the systems and safeguards that support credible democratic governance.
Minister McCoy further stressed that human rights and development are mutually reinforcing, noting that access to education, healthcare, housing, employment, justice and economic opportunity are essential to human dignity. He explained that Guyana’s development agenda seeks to ensure that national progress benefits all communities, including rural, hinterland and vulnerable populations.
He reaffirmed Guyana’s commitment to working with regional and international partners, including the United Nations human rights system, to strengthen institutions, fulfil international obligations and address areas requiring further progress.
Concluding his presentation, Minister McCoy reiterated Guyana’s determination to build a society where human rights are respected, institutions are accountable and every citizen can participate meaningfully in shaping the country’s future.
