MPs’ and Parliamentary staff to undergo Legislative Training

Viable democracies and open societies depend on effective law-making, oversight and representation — the three chief functions of parliaments. Together with the United Nations Development Fund, the National Assembly of Guyana has organized a course in legislative drafting for the Parliament. The training will be divided into two parts with the first being in October, 2012 and the second in February of 2013.
This workshop will bring together around 20 Members of Parliament, and five staff of the Parliament who are expected gain the insights and skills necessary to draft and amend legislation and will receive certificates at the end of the session. The first session will begin
on Tuesday, 23rd and end on Thursday, 25th October 2012 at the Grand Coastal Inn, East Coast Demerara.
In 2011 the UNDP signed its first multi-year programme with the National Assembly of Guyana (Parliament). Following the 2011 elections, and the election of the unique 10th Parliament, the Agency was re-engaged by the Speaker to vary its programme to meet the new dispensation that existed. The new programme gave rise to the Induction Seminar for MPs in May, 2012, and continues now with this training in the legislative drafting process. The attachment of United Nations Volunteers to the Parliament Office, training in negotiations, crisis management, and alternative dispute resolution and study visits for MPs to Parliaments have also been agreed for the months and years ahead.
The project focuses on various areas, including: legislative function, oversight function,
representative function of parliament, Secretariat and staff services, parliamentary strengthening instruments, international relations, gender equality and Information and Communication Technology (ICT) strengthening of Parliament.
